[DRAFT] Disaster Preparedness in Schools

The World Assembly,

Realizing that disasters can occur at a moment's notice, and such immediacy must be met with a quick and safe response

Noting that many schools and workplaces indeed have disaster protocols in place,

However, Concerned that some schools and workplaces are unprepared to handle a disaster,

Further concerned that students, staff, and employees themselves could be harmed because of an institution's or their own unpreparedness,

Resolving that all schools and workplaces practice safety drills and have disaster protocols in place,

Hereby,

  1. Mandates all schools and workplaces:

    1. Have a disaster plan for disasters that are specific to their location. For example, if a workplace or school is located on a coastline, it must have a tsunami disaster plan. During an emergency, everyone must have a safe place to be;

    2. Perform drills for the disaster protocols, as drills are helpful in reminding students, staff, and employees what to do during an actual emergency.
    3. Teach all students, staff, and employees the disaster protocols and how to behave during a disaster;
  2. Recommends schools and workplaces to:

    1. Notify underage students' and employee's parents after an emergency.

Look, dude, I live in Idaho. That's not very close to the edge of the plate, is it? We have a 6.5 earthquake the other day. Shut it. As for the mountain one, good point. That's why it says "procedure pertaining to the school and its surrounding area." in section 3.

I strongly recommend paring this back and mandating that procedures be put in place for these events, that these fulfil certain criteria, and that they be widely publicised and rehearsed with some regularity. Moreover, clauses such as "the World Assembly ... mandates that ... students will hide and be quiet in an area that cannot be seen from the windows or doors" are phrased in such a way as to make it appear that should they fail to do so, even for completely genuine reasons, the students themselves woud be punished. The better approach is to ensure that they know they ought to do that, rather than requiring them by law to do so."

Article 2(a)(i) reads like an instruction that a pupil might find on a pamphlet handed to her by her class teacher; it should be rephrased to make it appear more appropriate for a piece of international legislation.

Do not rush to submit this; you have only been drafting for two hours or so. A couple of weeks, if not longer, would be more suitable.

You're recommending that schools carry out eleven drills a term, which is about a drill a week... doesn't that feel like overkill?

(This resolution technically does nothing now except provide recommendations to nations.)

OOC: As Tinhampton said, change "recommends" in clause 2 to "mandates" or similar. Your definition of a "flood" is extremely broad; I think you need to put something in there about some sort of threat to students/staff, similarly to what you did for a "fire".

For future reference, GAR #88 means that World Assembly member nations can easily convert between units, so this shouldn't generally be too much of an issue. But I think in this case it's still best to avoid just selecting arbitrary numbers, as your ambassador said.

OOC: Well, technically true, but anything that is very specifically weeks, months or years will inevitably depend on RP. It's not really something that can be helped in a freeform RP. The alternative Earth that Araraukar is on, for example, as the same length year, but different length (shorter) day, so it doesn't have the same number of days in its year as we do in RL, nor same number of months. So "six months" and "half a year" are not synonymous in Araraukar.

Students must be in an orderly fashion doesn't make a huge amount of sense.


I changed that so it can no longer be interpreted that way.

You don't necessarily have to do them all on different days... In high school we had "drill days" where in the morning we just do all the drills and stay in homeroom. How could I word that in there?
