If you are a member of the WA, then any acts that the WA passes will automatically influence your nation. In terms of stats compliance is compulsory. However people have and do find loop-holes and RP those loop-holes as in real life.

However if you want to do something like that you'd want to learn about Condemn and Commend Security Council (of the WA) resolutions.

In essence the WA has very little power outside of it's legislative arena.

so basically if a resolution was passed a nation would be "forced" to comply with it therefore no punishment needs to be included in the resolution?

No punishment would be required for non-compliance although WA#81 allowed for penalties in regards to lacklustre response to disasters, which was met with mixed response and led me into repealing it by WA#85.

As it was originally conceived to be. There was a restriction placed on the WA from ever creating any sort of military or police force of any kind to reinforce the notion that the WA should stay a place of legislation only.

No, the WA is unfortunately not able to do anything (kind of like the real world UN in that respect; a toothless, corrupt, bloated, sprawling albeit well-meaning bureaucracy.

As others have said, you can however condemn a nation for its nations. The most common is condemning a member nation for failure to adhere to legislation passed by the World Assembly.

GA legislation can include provisions for sanctions, fines and embargoes, just not on specific nations. For example, Ban on Slavery and Trafficking includes an embargo on all goods produced through servitude.

if the WA wants to regulate something, whats the best way to enforce the regulations?

Through the Compliance Commission or a WA committee.
