Establishes the International Body of Encryption Control (IBEC) , tasking it with entrusting it with the control of encryption systems and protocols, and ensuring compliance with this resolution,

Prohibits government breaching of encryption without a lawful warrant,

Disallows governments from fully prohibit the use of encryption of digitally stored or transmitted data,

Encourages governments to improve their computer security by making their encryption standard, and ensuring that the system complies with the International Body of Encryption Control standardization protocol.

Encourages governments to use encryption for protecting digitally stored or transmitted data concerning secret or sensitive information.

This was submitted about fifteen minutes ago. I don't know why I'm listed as a co-author when all I've done is ask the OP to conjure up a draft, but if he thinks that it's a "notable or significant contribution" to his final proposal, then... :P (I would be genuinely willing to co-operate on a future redraft of On Encryption, if Ikheria chooses to revive this draft in future.)

In regards to your OP (your first post), I would encourage you to:
  1. Move your drafts to the OP. If/when this gets to vote, we can't have people reading "I have a half-fun proposal" and automagically replying "wut?".
  2. Spoiler your PREVIOUS DRAFTS. This means making your most recent draft visible instead of hiding your amendments.
