The World Assembly,
Recognising that privacy is a fundamental right, but that it should have limitations pursued in the interest of maintaining national and regional security;
Asserting that the encryption of digital data is instrumental in protecting this right; and
Hoping therefore to promote the appropriate use of encryption;
Hereby,
Establishes the International Body of Encryption Control (IBEC) , tasking it with entrusting it with the control of encryption systems and protocols, and ensuring compliance with this resolution,
Prohibits government breaching of encryption without a lawful warrant,
Disallows governments from fully prohibit the use of encryption of digitally stored or transmitted data,
Encourages governments to improve their computer security by making their encryption standard, and ensuring that the system complies with the International Body of Encryption Control standardization protocol.
Encourages governments to use encryption for protecting digitally stored or transmitted data concerning secret or sensitive information.
