OOC: no introduction needed. Reproductive Freedoms only defines abortion as a medical procedure w/o explicit legalisation. Also, HR#61 was ridiculously short and serves the same purpose as the below.

LEGALISE ABORTION
A resolution to improve worldwide human sapient and civil rights.

The General Assembly hereby requires all members to ensure:
  1. that abortion is legal for all reasons not listed in prior and standing international law; except where that abortion endangers the physical health of the person seeking it, or it is carried out without their free and informed consent,
  2. that facilities exist to enable those seeking abortions for the above reasons to exercise their right to do so without unfair inhibition, and
  3. that no person who travels to another nation to seek an abortion for the above reasons may be prevented from doing so nor prosecuted for that action, subject to prior and standing WA legislation.

Complete text of Draft 1 (102 characters, 16 words): "All members must legalise abortion for all reasons not listed in prior and standing international law."

Opposed in its current form, as this makes no guarantees of abortions actually being available to any citizens of any member states.

Also, GAR#128 is a thing, although I don't see how this technically conflicts with it.

EDIT: To be more specific, GAR#128 stipulates that "it is neither a criminal offence nor a cause for civil suit to have obtained abortion for reasons under Section 1 and no inhabitant of a member country shall be subject to prosecution for having done so, nor otherwise subjected to harassment or persecution in law or at the instigation of the state in consequence." This protection only applies to abortions for reasons listed in GAR#128; thus, without similar protections in this resolution, this passing would do absolutely nothing. Section 2 of GAR#128 would also need replication here.

EDIT 2: I also mirror the sentiments of both the posters below me and the logic outlined in HN#145, which repealed the resolution you draw inspiration from.

In the event that any of the past legislation is repealed, this proposal would legalize forced abortions, unsafe abortions, etc.

I agree with Wayne's statement made a while back that you appear to be throwing shit on the wall hoping something will stick. That, or find a hole larger than a pin-prick that needs filling, because this appears to create more problems than it is solving.

OOC: I suggest removing "upon their return" - it seems unnecessary and might upon up loopholes - and replacing it with "for having done so", or something to that effect, so that people who travel abroad for an abortion aren't given immunity from prosecution for an actual crime.

Most have already stated their piece, as I have. Since its a smaller proposal, I don't suspect there's too much to work on. I also don't believe anyone is all that anxious to start another ethics debate.

OOC: The only thing I can think of is that in part b. you might want to add "at a reasonable cost," which is arguably covered by "without unfair inhibition" but might be helpful to add explicitly. In any case, full support here.
