Except that is a loophole. You resolution requires us to if not provide abortion clinics on our own, fund all expenses to travel to your abortion clinics. We would comply, but complying is a physical impossibility.

Not quite, that rule expressly states that they will be constructed per the guidelines of Section 5, which states that clinics will be built on donated land from member states, not the sovereign territory of member states. The legal definition of "Donation" mandates that such an act be done voluntary, so we are not required to give up any territory necessary for their construction, unless we so choose to.

Feel free to build as many as you want beyond my borders, I imagine they'll make good tourist attractions.

Oh and since section 4 mandates that member states only have to fund the clinics within their jurisdiction, and we refuse to donate any territory to their construction, any clinic you build will legally be outside of our jurisdiction, and thus not our responsibility to pay for.
