I concur with the above assessment of the title. Something like 'Non-violent first contact' or 'Peaceful first contact' (to borrow from Stellaris) would make more sense as a title.

The title has been changed, but what I really want to change is the subtitle. I'm not sure anything can look good next to "A resolution to slash worldwide military spending."

OOC: ...it'll look good for everyone who thinks that there's too much money spent on military stuff (often for waging wars outside of your own country) and not enough spent on domestic civilian issues like healthcare or education.

Military spending will go down, but not because the proposal mandates that you slash budgets, as the subtitle makes it seem. It prevents wars from occurring due to a bad first contact, which lowers the "need" for spending instead of just the spending itself.

"The Empire will be voting against this, for reasons that are our own. But mainly, 'First Contact' situations have rarely, if ever, resulted in War. So, this is really an unneeded resolution and would be useless for the General Assembly to even consider making it into International Law."
