• I think it's important to retrain healthcare providers in the event of an outbreak so that they're aware of the proper ways to treat infection and limit its spread.

Forcing healthcare workers to be retrained with syringes every time there is an outbreak is counterintuitive; healthcare workers should be trained in such a way that they can apply their skills to almost all situations. Only when EPARC sets new standards should they be retrained.

OOC: No, you should wait at least a week to give people time to get out of the holiday season (which for many people doesn't end until the second week of January) and back into the rut of things. Year's changing, along with decade number, people are busy elsewhere, that doesn't mean they didn't have things to say about the proposal, just that right now they're prioritizing other things.

Further punishments may very well be warranted, but the law as written already makes it illegal to not utilize safe syringes when treating disease.

The punishment for the crime of utilizing unclean syringes should be determined by individual nations because many nations may have different methods of punishment (e.g. punitive vs. rehabilitative). However, I do recognize that the current draft makes it unclear that medical professionals must also follow the international standards. I'll make that more clear.

Standards can neither adequately disinfect syringes nor discard them. These clauses need to be changed.

First clause, instead of "standards that", make it "standards to". More about the subclauses below.

Second clause, including the safe disposal in the standards creates a problem here, since you have "follow the standards or use new syringes", so if they opt to use new syringes, the safe disposal is not included. I'd put the "use new, sterile syringes when possible" as the new subclause a. in clause 1, make new b. as "or adequately (etc.)", switch the order of the current b. and c. subclauses and make them the new c. and d. - and then make clause 2 read "Mandates that all healthcare organizations and medical personnel follow these international standards when treating or preventing disease with the use of syringes", with the additions in place.

Making the suggested changes would make clause 3 unnecessary (as it would already have been said).

Clause 4, make "proper syringe usage" to read instead "proper syringe use and disposal".

I don’t think you understand what this proposal is about. It has nothing to do with swap-syringe programs for drug users. This proposal requires that all health programs use safe, sterilized syringes when treating disease. An epidemic in one country is extremely likely to travel to other countries and become a worldwide epidemic. This resolution would only affect swap-syringe programs if nations already had them.There is no mention of drugs in this proposal, or anything similar. Please read the proposal before voicing opposition to it.

(OOC: Campaigning is mostly sending telegrams that encourage delegates to approve your proposal. There are three types: manual, API and stamps. Manual campaigning involves telegramming delegates in small groups, and is the simplest to do. You are limited to sending a telegram to up to eight people, or possibly seven, so this can be quite slow, and requires a lot of effort.

The second method is using API, which is far more complicated than manual but far less time-consuming and much easier once you’ve started. It involves using a tool created by another player to send telegrams to all delegates at a rate of one per thirty seconds. For more information, I recommend using Soul’s Guide.

Thirdly, there are stamps. This is where you buy stamps from the NationStates store and can then telegram all delegates at once. By far the quickest method, stamps can be used very easily. However, this does cost RL money, so isn’t for everyone.)
