I was to say that the author may consider implementing a property-rights scheme rather than a tax. Some thought may however be needed when it comes to what specific kind of problem the author wants to solve. Is it carbon emissions? Is it "peak oil"? Is it the decline of the silphium crop? Or perhaps international fishing? The particular policies associated with each one are slightly different.

The proposal seems to have focused on carbon emissions. But in the WA status quo, those emissions are fairly priced within scientifically set limits. See GA 445 Greenhouse Gas Cap and Trade. Legislation duplicating such a scheme would be unnecessary as well as rules-violating. Changing the aims of the proposal does not seem to require unnatural imagination.
