OOC: Nope ... it says "excluding pluralisations," with a comma before it starts talking about weapons and felines. The "excluding" is just saying that the definition only applies when "secret treaty" is used in the singular.

Hi to my friends of the Federation of Conservative Nations whom voted in the senate my exile. I do not blame you i knew it would happen at any moment because the region has always been filled with political intrigues to kick the opposer side.

Concerning this repeal i am going to support you, because the well designed ban is a restriction of national freedoms of each country in favour of those whom control the mass media of big nations and brainwash the rest.

A secret treaty regarding anythng done for two nations can be very productive and should not be forbidden for the secret of it.
The only limit should be the laws of those estates, secrets are useful especially when the majority of the stupid brainwashed population can not reason a good agreement in profit of two nations for ideological and religious differences.

OOC: There are so many individual WA members who have no idea what the resolutions they vote on really do because they don't follow the discussions in the GA forum and don't bother finding out how it interacts with passed resolutions that it makes sense to give more weight to certain individuals' votes who are more likely to understand what's going on because it's kind of their responsibility. Of course there's no guarantee the delegate is any more informed than the individual voter, but as a crude method - with not really much scope for improvement given the nature of the game - it's fairly effective.
