“The ‘recognising’ clause has ‘avoiding the ban’ right before the ‘avoid the ban’ in the next sentence. To avoid repetition, I recommend changing the wording on one of these.”

Would that not define a Crown Corporation? Most Crown Corporations are setup in a way as to be non-profit.

Indeed, simply using prisoners for forced labour -- for example in extracting resources from desolate wildernesses such as Siberia, or constructing canals linking the Baltic & White Seas -- might be enough to motivate its penal system to keep the number of inmates high...

The quote of clause 3 does not specify as to which nations judicial system made the conviction only that they cannot hold a criminal remanded to their prison system. It does have other problems, but the specific quote says nothing to imply that two nations in such an arrangement have a loophole that you outlined.

OOC: I don't mean NS Summer, I mean actual summer. People having other things to do than spend time in NS or check in daily. So given there's under 4 days to get the approvals, delegates might not just log in often enough or for long enough.

OOC: Technically, the resolution gives two years to comply from passage so he is within compliance at time of writing.
