Renewable Energy Incentives

Proposal Title: Renewable Energy Incentives

Category: Environmental

Strength: Significant

Operative Clause:

The General Assembly,

Recognizing the urgent need to reduce global greenhouse gas emissions and combat climate change,

Acknowledging the potential of renewable energy sources to reduce reliance on fossil fuels and mitigate the impacts of climate change,

Believing that the promotion and adoption of renewable energy sources should be incentivized,

Hereby enacts the following:

Member states are encouraged to provide financial and regulatory incentives to individuals, businesses, and organizations that invest in or use renewable energy sources, such as solar, wind, hydro, geothermal, and biomass.

Member states are urged to facilitate access to financing for the development and deployment of renewable energy infrastructure and technologies, including but not limited to low-interest loans, subsidies, and tax credits.

Member states are required to adopt renewable portfolio standards (RPS) or equivalent policies that mandate a minimum percentage of renewable energy in their electricity mix by a specified date. The RPS should be designed to achieve a target of at least 50% renewable energy by 2040.

Member states are encouraged to develop and implement comprehensive plans for the transition to renewable energy sources, including strategies for energy efficiency, storage, and grid modernization.

The World Assembly Renewable Energy Fund (WAREF) is established to support the transition to renewable energy in developing countries, including through grants and technical assistance. The fund will be financed through voluntary contributions from member states, private sector entities, and international organizations.

Member states are required to report on their progress towards meeting their renewable energy targets, including any challenges encountered, and share best practices and lessons learned with other member states.

This resolution repeals and replaces the previous resolution on Renewable Energy Incentives (GA#123), which is hereby declared null and void.

Explanation:

The Renewable Energy Incentives proposal aims to encourage the adoption of renewable energy sources by member states through financial and regulatory incentives. By incentivizing renewable energy use, member states can reduce reliance on fossil fuels, mitigate the impacts of climate change, and contribute to the global effort to achieve net-zero emissions by 2050.

The proposal requires member states to adopt renewable portfolio standards or equivalent policies that mandate a minimum percentage of renewable energy in their electricity mix by a specified date. This will create a stable market for renewable energy and stimulate investment in renewable energy infrastructure and technologies.

Additionally, the proposal establishes the World Assembly Renewable Energy Fund (WAREF) to support the transition to renewable energy in developing countries. This fund will provide grants and technical assistance to developing countries to facilitate the deployment of renewable energy sources.

By requiring member states to report on their progress towards meeting their renewable energy targets, this proposal also promotes transparency and accountability in the implementation of renewable energy policies. This thread is more for ideas about proposals, in the pre-drafting stage. Given that you have a complete draft, positing the draft as a separate thread on the forum is a better way to gain feedback. Nonetheless, there are some points that I can immediately make. First, it is impossible to repeal and replace within a single piece of legislation. If you want to overrule some previous resolution, then you will need to repeal that resolution beforehand, then pass a different proposal with the new regulations. Second, GA #123 is Reducing Problem Gambling, which doesn’t have much connexion to renewable energy.

Alright, I'm developing a resolution to instate antitrust laws in the World Assembly. Mainly for expurgating monopolies on the global level.

I have some concerns so far:
  • What would be a superb definition for "monopoly"?
  • How should monopolies be dealt with? A reporting system? A commission that has autonomy in prosecuting? Any ideas?

There are no good definitions for "monopoly" that sufficiently capture the negative effects without unbiased classification errors. You need to think for yourself as to your enforcement mechanism. Pick what you think is best and most politically palatable.

Replacement for GAR #2 has passed, so removed from the list. 577 has already been repealed, and the replacement is in queue (fingers crossed!), so that's removed as well.

ICC replacement has mostly been fulfilled by GAR #466, so removed as well.

Some WA members with a more free market would not like your proposal. Did any former GAR regulate the economy in such a way?
Also, protip: make sure your definition excludes state monopolies (or otherwise your proposal could outlaw public education, socialism or state-owned businesses depending on the definition chosen)

The WA has legislated on genocide, forced disappearance, and discrimination based on socioeconomic status and nomad status, but is there any legislation on other forms of democide? IE, can member nations kill in order to limit population growth or to exterminate a political movement?
