Proposal yes, don't think it passed into a resolution. And IMO it's not necessary. Few nations (like, maybe some insane ultra-pro-consumerism ones only) would forbid you to have your items repaired.
Also, it is anti-consumerist to require right to repair, because if you repair it, you don't consume (buy a new one).

It's a government publication in which they publish forthcoming laws to provide public notice. I searched through the resolutions with a couple keywords but I didn't immediately find anything about providing public notice for laws.
