Also stupidities like "mandates that nations may".
OOC:Mandating that X may is basically an inner contradiction.

Mandates to let the detainee out of a prison for one day

(OOC: That was my point. 6% of delegates to approve a proposal just requires getting the support of less than one in fifteen people. Succeeding in vote requires over one in two people to approve your idea, so people will notice errors such as that.)

There are just far too many internal contradictions and nonsensical clauses for this to gain the approval of voting blocs or experienced players. Getting something to quorum requires only 6% of delegates to approve and, though it does show that the proposal is at least legal and not clearly silly, is not really a mark of achievement.)

If merely the former, I just might start a counter-campaign in fifteen minutes. I have the stamps to do so. And, if it’s still in queue after that, I’m sure the major delegates will take notice of the internal contradictions and will vote against it, ensuring its failure.
If the latter, withdraw it, fix it, and spend some time getting more comments before resubmitting it. Withdrawing something is not a death knell for it; there have been many withdrawn proposals that eventually passed. Patience is the key.

Dude..... You know have much energy have I lost MANUALLY sending hundreds of telegrams. And aside from this forum, people really compliment my resolution(and they have read it.) So I will not rely only on reviews on this forum. I get enough amounts of positive comments to have a hope for victory.
P.S. and that's kinda mean. you'll lose your stamps and time to destroy something that i worked on for week(s)? Even if you don't like it or HATE it... Just vote against I guess

Hoo boy, have you missed the point.
I think this is worth salvaging. I also think you screwed up. Do you want to fix it or not?
Tell you what. You withdraw it and fix it, and instead of using my stamps for a counter-campaign, I’ll use them to send out your next campaign telegram instead. If you really want this to pass, that is THE best path for you to take.
The choice is yours.

Don’t throw that opportunity away.

Are you interested in 1. mandating quality rehabilitation, 2. reducing prison overcrowding (where it is an issue), 3. mandating (despite everyone telling you it's a bad idea) house arrest as part of the prison sentence, or 4. trying to enhance ex-convicts' chances of getting a job and becoming model citizens after getting out? You should only pick one of those.
