The HM rule doesn't bar ideological arguments. The ideology in IWF is part of the proposal. Accepting, ad arguendo, that the repeal only addresses the underlying assumptions behind the policy in IWF, the contents are still addressed by virtue of addressing the faulty assumption.

OOC: "Content that does not address the resolution" does not leave the kind of wriggle room - the whole point of the rule is that you can't use the exact same wording to repeal several resolutions. Ideological reasoning only makes that possible.

This is due to a problem with how the WA contradicts democracy

I think the style your aiming for is something like, "The General Assembly, representing the will of the working class.." rather than the other way around.
