Yeah, it's one of like 6 factors and certainty not the most important. Also basically no nation (at least 3 years ago when I was paying attention) was optimizing their weather score, which is why I was doing it, it allowed me to move up the rankings very quickly. Most nations in the top 100 weather ranking are just super high in some of the most important rankings (usually the environment) compensating for the weakness in other parts.

Barbariax also thanks Ranisum for the lesson to not take the WA very seriously. The ambassador from Barbariax expresses their hope that Ranisum may be open to future productive cultural exchanges.

Eh, it wasn't exactly the lesson I mean to impart, but I guess I'll take it? To be fair, this:
Barbariax notes that Ransium makes some rather strong assumptions and character attacks based on a simple statement.
was an entirely accurate statement and I therefore invited your strong defense of your position.

Following the resolution and support; our biologists, historians, and politicians request comment.

It is a Lang Queskiyian belief that human and sapient species are a part of evolution, and thus extinction of certain species for the benefit of themselves is negligible.

Another argument presented by the Lang Queskiyian academic biologists is bacterial and fungal evolution. It occurs at such a rapid rate that any culture could be isolated and declared an endangered species.
It could be argued that an amendment should be made to section 6 of this bill to appease the academics, at the very least.
Corporate biologists think this is an amazing bill that will allow funding from the administrative district to flood into their GMO research and enforce propagation of their crops.

Historians and politicians request comment on their evolution beliefs.

(OOC: Both of those phenomena are entirely natural, and are not the result of actions by sapient people done deliberately. As such, the extinction of prior species would fall under clarification 7.)

Does this resolution include a punishment for failing to prevent artificial species extinction? If not, the resolution is gutless and can be ignored even if implemented.

Barbariax maintains its position against this resolution, and in the meantime may be ramping up industrial projects prior to this resolution's approval. HAHA, let's exterminate them now while--Excuse us, that staffer will be properly disciplined.

This resolution is restricting of individual freedoms and represents an authoritarian approach to mandating overbearing regulations, which Barbariax cannot support and urges other nations in the WA not to support. In addition, the requirements from this resolution will fall very unevenly among member nations depending on the varying biodiversity levels between jurisdictions. Some nations will face a far higher burden than other nations, and even with WA support is unacceptable--such action should be voluntary and not mandatory.

(OOC: Failure to comply with any GA resolution will result in heavy fines for WA nations, along with the possibility of sanctions. Also, it’s poor roleplaying.)

There are over 900,000 species of insects. Would this proposal mean that each one of these 900,000+ species must be catalogued and considered anytime any business decision is made?

This is outrageous. Clearly crossing the line of national sovereignty and self determination. Our priorities are our own. The WA has no place in dictating economic policies, even if some frog has to move from its pond, on its member states.

Unfortunately the WA has too many members and sets international praxis, whether or not sovereign independent countries like it or not. And until the WA has been abolished as the collectivist socialist construction that it is, taking part, and objecting to the standards it sets, is the only feasible option for smaller countries like ourselves.

OOC
we could get into a biological/quantum debate easily here. How are we to know they are endangered species if they are/not measured?
I think the more proper addendum would be Prokaryotic species being excluded while eukaryotes being protected.
If we wanted to be real sticklers we could extend my first sentence to insects or really rare species, some are not measured but are in-fact impacted by human fluxes such as dam and nitrogen run off.
Realistically my second line is the proper solution, but I still believe that sapient species have a real and coherent impact on their environment not just rape and pillage as one might believe.

As a result of this bill massive funding would have to be implemented to document species at risk, regardless of how it is written.

(OOC: Yes, I can now see that there is a certain problem with the protection of very small species and prokaryotes. There is also an issue regarding taking unnecessary steps to protect non-harmful bacteria. Although they aren’t dangerous so aren’t covered by any of the exceptions, it is silly to have to spend thousands protecting them. I did vote against anyway, for IC reasons but now I would probably abstain if I voted OOC.)

Eukaryotes can be equally single celled and microscopic I’m not sure why that’s the distinction you’d want. Regardless most known single celled organisms are very well distributed (often globally) or highly associated with higher life forms. Find me a single real world example of an known endangered prokaryotic organism that isn’t highly associated with a higher life form.
