(DRAFT)Personal Documentation Act

DEFINES personal documentation as an ID Card, Passport, or travel papers
CONCERNED that a minority of citizens of nations around the world are not provided with personal documentation, which seriously endangers their wellbeing
CONCERNED that within this group there are some who cannot pay a fee for the passport
RECOGNISES the benefits of having a personal documentation system as
i) Useful for the effective taxation of citizens of a given state
ii) Useful for keeping criminal records
iii) Useful for keeping medical records
iv) Useful for administrative/statistical purposes
Hereby,
MANDATES that nations endeavour to provide their citizens with personal documentation
SETS a target of 95% for the number of citizens who are in possession of personal documentation
MANDATES that citizens who cannot afford travel documentation should be provided with this for free or at a discounted price
CREATES a commission whose role is to monitor the provision of personal documentation to citizens

I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.

Bah. If somebody can’t afford the paltry sum required for a passport, then they probably don’t need one. There are plenty of other valid forms of ID available. And if they don’t want that? Tattoo a barcode on them.

There are people in boarder regions who commute over the boarder for work. They might not be able to afford their home nations fees.

OOC: Border, not boarder. Also, given that nations are now allowed to charge for passports and to require passports to move over the border, how are they commuting over the border already if they can't pay those fees? EDIT: Passports are from the nation they have citizenship in, and visas are from nations (that have visas) that they're going to, I think you're confusing the two.
