Such an argument in favor of torture somehow manages to be even worse than the Hatzislandian ambassador's attempts to justify such a barbaric practice for "intelligence gathering" purposes. "Striking fear" is most often counterproductive, as a group that fears horrific torture is going to be even more likely to fight back against the source of that fear, and you are essentially placing the recruiting materials into their hands.
