First order of business for you is to read the Proposal Rules, which can be found here: viewtopic.php?f=9&t=159348

And the second, much more daunting task, is to read through existing resolutions, which can be found here: viewtopic.php?f=9&t=30

Reading the resolutions will also let you know what has already been legislated on, and what kind of text a resolution would have.
