Other creatures have been mistreated by owners for a millennia. We must give pugs and other dogs/animals that are pets rights to not be mistreated.

A forum topic that wants to have a piece of legislation in place should contain a draft for submission in the future to the World Assembly. Luckily, the extant animal rights resolutions have all been repealed, so if you want, you could try drafting a bill to address the problem, though I suggest having a look at some passed resolutions first.)

Proposals also need more detail than "Don't mistreat animals." Legislation needs to be concrete enough for member states to understand the exact impact of resolutions on their national policy.

Welcome to the GA, and congratulations on having the sense to discuss your idea here instead of just going ahead and submitting a version of it: Far too many new would-be-authors jump straight to the submission
stage, and most of their proposals break at least one of the rules.
