Simply write in a similar clause to your constitution, when the game issue arises, if you still want to outlaw it, you can and it will be under your official policies on your game's page. : )

Yes, you can. Any constitution you write for your nation, applies to your nation. You control your nation, that is the entire point of the game. Also, they can't kick you from the WA... as I mentioned before this community recognizes magical supernatural communities, nobody except the control-freaks will whine...

The easiest way is to make a factbook, as Cekoviu mentioned above. Just go to your factbook and write. Usually the easiest way, is to review RL or other NationStates constitutions for ideas. The link below should take you to your factbook page. Remember, its your nation, your ideas.

It does not legislate, but it provides a precedent for the idea of the WA having an obligation to respect life.

Yes, but since this plan is a repeal, the precedent would have no power over nations. The only thing it would be used for is to argue for those ridiculous ideas, an argument that would be quickly rejected.
