I would rewrite

Prohibits any individual or organization from purchasing or airing promotional advertisements for cigarettes or smokeless tobacco in any World Assembly member-state, and any individual or organization operating in a World Assembly member state from purchasing or airing said advertisements anywhere,

To

Prohibits the purchase or airing of adverts for cigarettes or smokeless tobacco products,

Some companies may sell tobacco products as a very small part of their business, but still be prevented from lobbying. "profiting from" sounds better than "profiting off".

Requires that packaging containing tobacco products, in order to be sold in a World Assembly member-state be at least thirty-percent covered in a state sanctioned health warning, that it list all ingredients of the tobacco product contained therein, and that it contain no misleading claims about the product's contents, Possibly define "misleading". Thirty percent also sounds quite extreme, although I am not aware of the normal regulations for this.

TAP takes issue with clause 3 due to reasons of freedom of speech. In TAP, our citizens are free to spend their money how they want and give their money away how they want (after taxes of course). This does not exclude corporations or the employees thereof. The rest of the proposal is supported.

OOC: Just confirming that this means that this proposal does not, in fact, have anything to do with nicotine gained via any other means, like synthesis, or extraction from some other plant? If yes, then no objections as it's loopholeable to death, due to the RL-reference (not the illegal kind) restriction. :P

The Haven disagrees most strongly with this proposal.

OOC: So, in nations where both tobacco and cannabis are legal, these restrictions would apply to the tobacco industry but not also to the cannabis industry? Not sure that that's a good idea...
