My vote against is solely because of the mandatory funding arrangement, if this provision was reworked I’d be in support.

This proposal is not dead! I am redrafting to mat out the issues with it!

So any feedback with the new version is appreciated, as I am trying to fix those issues. :blush:

You need to do so in a new thread, since this version was already voted on.
