(Proposal) Restriction on the use Of Nuclear Arms

A proposal to restrict the firing of Nuclear Weapons given the presence of civilians.
Strength mild

Acknowledging the not so uncommon wanton use of Nuclear arms in the interest of both defense and offense
Knowing that this aforementioned wanton use of said weapons leads to significant civilian causalities
This council
1. Herby restricts the use of nuclear arms in the interest of humanity give that (i) some sense of formal warning, such as a radio broadcast, has not been given to any civilians in the area, and has not been given ample time to take effect, as well as (ii) any significant religious, educational, or similar plot of land worth preserving in the interest of humanity is present.

Acknowledging that nuclear arms are used by almost all WA nations, for both protection and offense
Knowing that the use of said weapons can lead to several civilian casualties, affecting population severely.
Fearing that the natural beauty and civilian safety of WA nations is at risk
The World Assembly
1. Will restrict the use of nuclear armaments on areas of high civilian occupation, or pieces of federal land not strictly intended to store nuclear weapons
2. Will require nations to send out a formal, easy to access, warning to civilians before deployment of nuclear arms in the area, and will give this warning at least an hour before the strike begins.
3. Will not strike in areas where an unintended target is unavoidable so that other nations may be preserved, and will avoid damages from nearby warring nations.

So member states would be required to give other states enough time to withdraw military personnel and materiel from targeted areas and launch preemptive strikes against the nuclear assets of the member state in question? I don't think that will be very popular.
