Personally, I'm very reluctant to post a legality challenge on the basis of Real World Reference if only because I do not actually believe it to be illegal on that basis. I am unsure that it is legal, but I am not convinced that it is illegal, and I would rather that the thread be posted by someone who is actually willing to fight the case. That being said, I do think the potential Meta-Gaming violation is harder to ignore, so I might launch a challenge on that basis alone.

You can mention month names in resolutions.[1]. Regarding Metagaming, I see no basis for it breaking the fourth wall; obviously resolutions must pass at some date in-universe.

Despite its claims, it was not enacted "by and with the advice" of the members of this Assembly, its authoring delegation having knowingly and deliberately foregone open drafting or discussion of their proposal prior to submitting it to the General Assembly Health Board.

"It would not. Their votes constitute their consent, which I do not challenge the existence of. Enacting law by and with advice by member offices requires their feedback to enter into how the law is written. Since the authoring delegation submitted it before even announcing it to a public chamber, it was not enacted by and with the advice of our members."
