Although I do agree that there should be some restrictions, there is also the point that as everyone has stated. This will never pass as so many people have already voted and you don't have a very convincing or compelling argument.

In that case, please change the '[Proposal]' in the title to '[ABANDONED]' -- by editing the first post -- so that people who see it in the list of threads will know that there's no need to read it or respond.
