"religion should have no part of this otherwise good proposal. Also, not to nitpick, but "provides a service that is beneficial to society" may be revised as it is too vague.

At the moment, this would give these protections to all NGOs regardless of religious association. I don't think the current draft even mentions religion, religions just happen to be NGOs and if I wished to add a clause exempting religions from this resolution it would likely do a disservice to both.
