According to statements elsewhere it was because it was around quorum at the time, which made for good testing of some approval runs (which is what Gal was doing, not me of course).

Xanthal opposed GAR#443 in the first place and we oppose it now. Having suffered a humiliating defeat in their effort to pass an upfront ban on executions, the anti-execution contingent decided to go for the backdoor approach. If I'd been hip to how fashionable legality challenges have apparently become of late I'd have even submitted a protest based on the Strength Rule. In summary, we disagree with the intent, we disagree with the tactics, we disagree with the legality, and we disagree with the effect. Nothing would please the Xanthalian delegation more than to see Preventing the Execution of Innocents stiffly rebuked.

While I am against the death penalty, I am for this repeal. I do hope a more suitable replacement is drafted in the future, however.

Against, as I’ve been with every other repeal attempt, i hope that once this repeal is voted on if it is clearly defeated people will move on for a proper length of time rather than what was initially a flurry of repeal proposals and a clogging up of GA time and the queue.

While Waffia would like to see a world in which capital punishment is no more, we acknowledge that it is currently not legislatively feasible to completely outlaw the practice. We therefore agree with the goals of GAR #443, although we acknowledge the flaws outlined in this repeal. What worries us, however, is that there will be no replacing resolution after GAR #443 is repealed, especially considering the past difficulties with legislating anything around capital punishment.

We prefer to err on the side of caution and will not support this repeal.

Why repeal this? The death penalty is government murder no matter what. It’s the government killing a person for a crime. I won’t support the death penalty or legislation that enables it. Here’s my big fat NAY vote!

This resolution enables the Death Penalty in any member nation that so chooses and requires the WA to be involved, meaning that those member states that pay dues to the WA and are opposed to the Death Penalty are party to "government murder".

First, war is also government murder. Police can also shoot individuals posing a threat, which is also government murder. The WA recognizes that nations can do these things meaning governments have the right to murder in certain situations.

Next, the target establishes the right to execute people. The target inherently enables the death penalty, albeit in an overly-burdened way. Therefore, not supporting the repeal because the repeal would enable the death penalty is flawed in that the death penalty is already enabled, and the target prevents actions for (in my case) or against it (in your case).

If you want to see more action on the death penalty, it would be impossible unless the target is repealed. As such, I suggest you reconsider your position.
