And unfortunately it looks as though that is going to happen again. GenSec has been considering a challenge, and with one member recusing themselves as well as two members apparently absent due to RL factors (We'll give them a bit longer to have their say, just in case, but would need probably to post the 'Discard' request at least 12 before voting ends to be on the safe side...) the two votes given so far for accepting the challenge as correct will probably settle it.
(For the record, I wanted this repeal to pass, but GenSec has to rule on facts rather than on personal preferences...)

Opposed on the grounds of the basic human right to life. Capital punishment should under no circumstances be permitted as it would be hypocritical of a state, republic or nation to carry out state-sanctioned murder in the name of (phony) justice.

Pointless for my country to vote on this. We don’t have a prison or death penalty system. Anyone who commits a crime is committed to a psychiatric rehabilitation center until they are deemed fit to renter society.

Such a resolution would contradict the target, so no.

(OOC: The Administrative Compliance Act deals with noncompliance, imposing fines and sanctions is these are not paid. And, whilst it isn’t prohibited, it is considered poor role playing to merely ignore a passed resolution, such as Preventing the Execution of Innocents, entirely.)

Dear fellow General Assembly Members,

It is my personal opinion, and the majority stance of my cabinet, that this resolution benefits the welfare of not only our home nation, but the congregation whom this affects. As noted, the repealed resolution does supposedly not allow nations who have garnered under a million citizens to legally file a capital case. This is troubling, especially for crime-ridden nations who may have had a decrease in population due to war. HOWEVER , the prevention of the execution of innocent men and women, I believe, should be retained. Carrying no offense to other nation's courts and judges, the loss of a innocent, valuable and loved citizen who may have changed the world if not for their legal death saddens me, and I wish to see a proposal for the prevention of that scenario that gives light to the clear failures of the to-be repealed resolution.

Assembled dignitaries,

We are deeply pleased at seeing yet another efficient repeal of the previous proposal. Like the one granting individuals sweeping power to defend themselves, any World Assembly legislation hampering our ability to perform executions in a timely fashion would force us to refrain from considering membership in this august body.

Justice which is delayed in its arrival is often justice denied in practice, for both the criminal and their victims suffer much longer than necessary in the time of delay.

I will once again inform the Most Beneficent and All-Glorious People's Commander, Superlatively Esteemed Master of the Realm, and Voice of All Liberation from Delight, that it may be worth re-considering our recusal from the World Assembly, if this trend of repealing intrusive legislation which interferes with the capacity of all nations to order the lives of the people for the collective good becomes an established practice for the World Assembly.

What I'd like to know is how these resolutions keep making it through GenSec and to the floor, if GenSec is going to have to keep stepping in and discarding them like this

Usually someone has a little extra time on their hands to read the resolution closely to see if there are any illegal mistakes, something contradicts, or if words are interpreted a certain way and end up filing a illegality challenge.

Also, RL factors mean that GenSec is temporarily short of staff at present: There's only four of us, rather than the planned six, currently checking the submitted proposals.
We've started an internal discussion about whether we should add one or two new members to help fix this problem.
