Subject Proposal: Preventing The Execution Of Innocents
Rule Broken: Contradiction of GAR #38, Convention Against Genocide
Argument: Convention Against Genocide requires member states to "facilitate the extradition of those suspected of the crimes specified in section 4 to the appropriate authority should they have escaped outside of the appropriate authority's control, subject to national and international law". For context, section 4 reads:
4. Genocide, conspiring to commit genocide, direct and public incitement to genocide, attempting to commit genocide, and complicity in genocide shall be punishable acts in all member states.
In short, Convention Against Genocide requires member states to extradite those suspected of genocide or related crimes to the relevant member nation.
In contradiction, clause seven of "Preventing The Execution Of Innocents" prohibits member states from extraditing suspected criminals to member states that might sentence them to death. This contradicts Convention Against Genocide where the appropriate authority to receive the extradited suspect might sentence criminals to death for genocide or related crimes.
