OOC: Welcome to the World Assembly! Unfortunately, you seem to have a collection of goals rather than an actual draft of a proposed international law. You should take a look at laws that have passed (see the "Extant Resolutions" link in my signature below) to get a feel for what this should look like. I'd also recommend lurking for a while and commenting on other people's drafts to gain a better understanding of what works and what doesn't.
