Perhaps some investigative agency to aid in uncovering the trade of illegal hauls? IDK, I'm not familiar with crab fishing. I like the originality of the topic, but I can't really write the proposal for you. All I can say is that you'll need something more effective than this to get other GA regulars to support it.
