The World Assembly

Be-living that a Endangered Species List would give nations a list of endangered animals that would help point out and categorize endangered species in the first place

Also that the list could help other nations without having to deal with other nations endangered lists. Therefore giving a unified list everyone can use.

Noting that bad or horribly structured lists can cause more animals to be miscategorized or left out in the long run.

Also Noting the bright people we have in the WA to help create the list. Not to mention all the other nations that can help out

Be-living that more endangered or critical species can be saved by better storage and categorization methods...

Hereby creates a short term committee to create a Unified Endangered Species List.

Also believing that said list could help other nations without having to deal with other nations' endangered lists, therefore giving a unified list everyone can use.

Also Noting the bright people we have in the WA to help create the list. Not to mention all the other nations that can help out This line almost sounds sarcastic, and certainly smacks of attempting to directly affect non-member nations. I would recommend removing it, as it adds nothing.

Hereby creates a short term committee to create a Unified Endangered Species List. And here's the biggest (but not only) problem. This is your only operative clause, and all it does is create a committee. Proposals are required to do more than merely create committees. It technically also isn't an operative clause, as it doesn't mandate or recommend anything.

It is an operative clause because it operates.
