If you would want to repeal foreign aid in the general assembly what category would that be

Repeal, if there's a specific resolution you're trying to get rid of. You can't repeal the stat, though. Changing gameside stats is against the Metagaming rule.

You went ahead and posted it, didn't you. Your posted proposal is the exact opposite of your chosen Category and Area of Effect. Despite the text you've written, your proposal will actually increase international aid with those categories.

Repeal International Aid
A resolution to modify universal standards of healthcare.

International Aid is a waste of money and resources. It uses hard earned money from a nations economy and puts it into places where the countries cannot benefit from it. By saying this, Foreign Aid should be administered by private enterprises and not up to the State to allocate money for it.
UNDERSTANDING that financial Aid to smaller less developed countries is almost a necessity for the betterment of their country
ENCOURAGES Private Enterprises to allocate 5-10% of their revenue to donate to an Aid pool
STRONGLY ENCOURAGES countries to stop foreign aid and focus on helping fix internal or regional problems
STATING that Foreign Aid should not be an obligation and should be banned from being administered by the state
BELIEVING that internal problems are more important than external problems therefore the money originally used to help other nations could be used to better education problems and other social expenditures such as welfare, health, transportation etc.
FURTHER ENCOURAGES: Countries to step up spending on social programs with the money saved by repealing foreign aid.
CLARIFYING that some of the funds given to countries, can be used in malicious ways like corruption.
Thus, hereby stating that all state funded international aid should be banned and should be up to private corporations to allocate a small percentage of their yearly earnings to foreign aid programs.
