1) The World Assembly shall permit any unmanned satellite with any set of weaponry-based deterrents, up to and including a nuclear payload into the atmosphere.
2) The World Assembly will never claim use of the satellites or the weaponry present upon them.
3) The World Assembly will not send men to utilize the unmanned satellite.
4) The World Assembly will never permit the satellite to be used in a capacity of pre-emptive assault and enforcement of terrorism.

I believe you may have a misconception as to what the WA does and does not do. It deals with real issues. It is not the license bureau. It is not mommy and daddy giving nations "permission" to do something.
