I will be proposing a resolution making the WA commited to ending the Kataiy conflict.

Illegal for Branding. (They fixed all of the other problems that their original submission included, but obviously couldn't fix that one...) and for targeting a single nation rather than the WA's entire membership.

If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.
