In my opinion, this proposal should also include a provision to empower the ITSC to impose civil penalties, or civil fines, on carriers that violate the requirements of this proposal, the proceeds of which shall be remitted to the WA General Fund.

I agree. I think the proposal should specify that the ITSC is empowered "to levy punitive measures [on carriers or shippers] for non-compliance."

its hard to me but this capitalist resolution is needed for a safest trading between nations, i remember when the Maxtopians send us a
shipment of Uranium... i mean hypoclorite, near the obey lake the transport suffered a malfunction (probably maxtopian rebels sabotage) and the truck fell off the bridge over the lake, once our heroic rescue forces arrived noticed the conductor was safe but the truck were underwater and due the speed it break apart so some containers were opened on the impact but my mens can't recognize their symbols until the Maxtopians embassador arrived so we had to evacuate all person and animal on the lake area until the cleaning operations finished.

so this resolution will help to react more faster if this kind of accidents occurs again even those corrupt capitalist will be able to.

There are different levels of toxicity, and not all materials should be lumped together in a single category. What is needed is an impartial testing organization to determine exacly that, such as the EPA. Regardless of level, though, a Material Safety Data Sheet is useful for each product, stipulating the hazards and how to prevent problems, cleanup procedure, etc. Or is all this already done?

I've been trying to find a GA resolution that had a greater percentage support than this one, if anyone can find one that passed by a margin more than 92.8% please let me know.
