I believe that "suffrage" refers to the right to vote. Judging from the context that "suffrage" is used in, I think that a more appropriate word would be suffering.

The Civilian Protection Act has already been proposed, so fellow members of the WA, you don't need to continue give comments on the Act.

P.S. This, I'm sure, is no surprise, but the Act failed to reach quorum. :p
