Recognizing that this act may possibly breach National Soveriegnity

Attempting to avoid breach National Sovereignity while trying to achive the act's goals

This act imposes the following
1.Nations shall set aside a small amount of funds to advertise compassion in their own cultures
2.Nations may also accept donations to reduce taxation
3.A World Compasssion Organization will be established to avoid corruption as well as to keep track of the progress of the
program.
