It's been declared illegal by several GenSec members for not fitting 'Agriculture'... and, in fact, I'm dubious about whether it even fits 'Environmental'.

Yes, I'm struggling to figure out a category myself. It's protecting species from being eradicated but that part is overlapping existing legislation. So if the primary effect is in the last clause, where "nations must manage all predatory animals ... if they pose a significant threat to citizen safety or property", then... Human Rights? Health? Certainly not International Security. Nothing seems to be a good fit with this as currently written.

Normal plants are as sentient as many "lower tier" animals. If you were referring to the PPU ones, they're a sapient organism and it's quite capable of managing things that eat it, with or without this proposal. :P

To author: My issue with this is that all the "whereas"ses are not operative (active) clauses, and it's debatable if "therefore" is either. The whereas ones are basically fluffy preamble clauses for all the effect they have. If you want the WA to actually force nations to do something, you need to drop the whereas/therefore and go for active verbs, like "declares", "requires", "mandates", "defines". Basically, don't use "whereas" or "therefore" after the word "hereby". And also, number the clauses you've meant to be active clauses.

Therefore,
The World Assembly makes it mandatory that all nations must manage all predatory animals as listed by the World Assembly if they pose a significant threat to citizen safety or property with the management techniques listed above,

This is pretty much the only active clause I can find, and it either doesn't really do anything or it bans all predatory animal management. Because there are no ways to capture or kill a wild animal that cause no pain, suffering or distress. At least if we assume RL-type Modern Tech non-magical means...

So either you're saying that nations can carry on doing what they've already been doing, or you're saying that they have to stop all regulating of "carnivorous animals that may harm citizen property or safety". The latter of which reading would make this contradict existing resolutions.

P.S. I'm also highly amused that voles would count as "predators" with the current wording... :lol2:

It seems quite... specific, for what should be a broad passage. There are dozens, if not hundreds of other predatory creatures native to the thousands of nations in this great world, recognizing a few [relatively tame] predators isn't going to do much against some of the more difficult, far more dangerous animals out there.
