I suggest looking over the rules and advice (click here) before jumping to proposal writing. Also look at passed resolutions (click here) to get a good guideline of how to write proposals and to make sure your idea hasn't already been passed in a previous resolution.

As for your proposal, you have a good idea, but it has already been done with the protection of biomedical research.
