Resources for legislating with committees


This wiki, maintained by Sanctaria, has another list of committees and more information on some of them. It deals with the WA and its committees from an IC perspective. As of 14.1.22 it is not a complete list as it excludes committees in repealed resolutions. Nevertheless it may include some things we have missed or vice versa.

Sciongrad's old thread has an excellent introduction on committees.

Committees: Every proposal must affect member states in some fashion. A committee may be the primary agent of that effect, but forming it may not be the proposal's only action. Requiring member states to interact with the committee somehow is sufficient, provided the interaction creates a measurable burden - one more strenuous than simply filing paperwork.
  • A proposal cannot define: who can/cannot staff the committee, how members are chosen, and term lengths
  • A committee continues to exist after its resolution is repealed if it's used in another resolution
  • A single-use committee that died when its resolution was repealed may be revived for a relevant new proposal

WA committees & agencies are all automatically presumed to be honest, impartial, and efficient, so that proposals including them don’t need to use up part of the limited length available setting up ways to make them work properly. (This also means that Repeal attempts can’t legally suggest potential problems with a WA committee or agency’s actions as an argument for getting rid of the resolution which introduced that committee or agency…) You can assign new duties to an existing WA committee or agency, which would then remain in existence to carry out those new duties (despite losing its original role) if the resolution that established it gets repealed. They can interpret policy but can’t really be assigned to make it, because (apart from anything else) as no players are actually involved in running those bodies no players would have any genuine way of knowing what their decisions actually were…

About this thread


This thread lists all WA committees in both active and repealed resolutions. Every instance where a committee has been mentioned in a resolution (including in repealed resolutions, hopefully) is also noted. We have tried to include "databases" where they have been created by a "CREATES" clause or something similar, but not when a committee is tasked to create a database.

If you find any errors or have any suggestions, please send me (The Ice States) a telegram. There are almost certainly omissions (esp. of references) and other mistakes here.

The list is maintained using this code (Python scripts and an SQLite database). You're free to take a look or use it under its GNU GPL v3 licence if it is useful to you. Change log. Credit goes to Merni for creating this thread and maintaining it from Mar. 2018 - Apr. 2024!

  5. Resolution 570 did not explicitly refound the WADB as it remained active due to being referred to in other active resolutions.
  6. Resolution 576 created the Database, one of two created by 110, as if it was a new committee, without any mention of refounding.
  7. Resolution 579 referenced the OEA, which was a dead committee at its passing, without explicitly refounding it.
  8. Resolution 466 also refers to an unknown WA Judicial Committee in clause 6, which I assume is a mistake. The WACC Judicial Committee is a different body altogether.

Now I understand why everyone really hates adding new committees. I must say, this is a very impressive list.
Hello! I’m a GAer and NS Roleplayer from the United Kingdom.
My pronouns are he/him.
Any posts that I make as GenSec will be clearly marked as such and OOC. Conversely, my IC ambassador in the General Assembly is Ambassador Fortier. I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. The Promoting Sustainable timber committee "World Assembly Forest Commission" can go in repealed committees. I didn't see anymore misses and I'm so glad that this has been updated!

I don't think you understand how this works — the original resolution establishing the committee is still in force, and that resolution just gives some extra tasks to the original committee. It doesn't create a new committee. You can see I've noted "ref in 422 GA" next to WAFC.

I understand exactly how this works. It just seems like when I was looking over it I missed it. I thought that Promoting Sustainable Timber created a new committee when it clearly tasks the already created WAFC. Still expressing thanks to you for updating this.

I'll fix the first one.
In the second one, since WACC = Compliance Commission, I'm leaving it as it is. Otherwise I'd have to stick to the exact resolution text for all subcommittees, which would be harder (since most of them don't mention an actual name).

5.11.20: updated to resolution 518. I really should automate a little of the BBcode at least, it's getting seriously tiring scrolling through hundreds of lines of BBcode table all squished together
11.12.20: updated to resolution 528. I did try making a small Python script, but it still needs modification to be able to update reference lists and handle repeals.
12.3.21: updated to resolution 542.
Corrected a mistake; 68 GA National Economic Freedoms, which created the Impartial Mediation Foundation, was omitted. 348 GA refers to an "International Mediation Foundation" without explicitly creating it; this was earlier included as a separate entry but has now been relegated to a reference with a footnote for the change in name. (For once, a mistake that I spotted myself!) New resolutions will be updated soon. Done. (5.7.21)

26.12.21: Updated up to resolution 586.
14.1.22: I now use this code to update this list semi-automatically. (It essentially automates the generation of a BBcode table, moving resolutions to repealed, etc. I still have to manually enter committees and things.) This may have caused some (more) errors to creep in. Please notify me via TG if you find any.
17.9.22: Updated to resolution 622. Note to self: fix the script to use the API and use gameside links instead of forumside ones.
10.3.23: Updated to resolution 648. The list now uses gameside resolution links, and I plan to update it monthly in future.
13.4.23: Updated to resolution 653.
10.6.23: Diabolically updated to resolution 666.
1.10.23: Updated up to resolution 690.
4.1.24: Updated up to resolution 706.
