b. To inform WA governments of new Alien species that are a threat to the existence of all sentient beings.
c. To study Alien Life form’s genetics, & anatomy. Use "and", not an ampersand, here. The comma is also unnecessary, as there are only two items listed.
1. The WAAC is not to use any live subjects for testing or research. Unless it has consent from the patient. Merge these clauses (the latter is not a complete sentence)
2. The WAAC cannot detain, abduct, or hold any subject against their will. Except if, the WA considers that subject extremely hostile. Ditch the comma after "if" and merge these. The second is not a complete sentence.
3. The WAAC cannot kill nor harm any Alien Subjects in its care unless for self-defense. Defining (self-defense only if a person reasonably believes that such force is necessary to prevent death or great bodily harm.The Right to Protect One's Person and Property from Injury). Lose the parentheses and the struck-through text, and reword.
4. All Aliens under the WAAC care have the right to proper lifesaving medicines and healthcare.
d. To study Alien planets.
1. The WAAC can only study a planet from a distance unless it is invited to so. replace "so" with "to study it closer" or similar.
e. To study Alien technology.
The World Assembly hereby decrees:
I. The creation of the World Assembly Alien Committee. (WAAC), Funded by the WA. The first period is unnecessary.
II. All WA members must share any data or information pertaining to Aliens, alien Space Craft, and weaponry with WA member nations.
III. The WAAC will have access to space centers, super telescopes, and observatories within the WA.
IV. The WAAC shall only have access to Alien sensitive information in space centers.
V. The WAAC cannot withhold any information from WA governments.
VI. WA members have the right to withhold WAAC information from their citizens.

Also, the proposal, as currently written in the first post of the thread, is illegal for contradiction. Reading the linked reference should tell you why.

OOC: Well...that was a bit of an "About Face" at the 11th hour. I don't think anybody said that the proposal was unsalvageable, so the very abrupt halt to work on it seems a bit...I don't know...

OOC: The word you're looking for is smart.
Setting aside a project that is too difficult at the time (especially for a GA newbie) or not worth the effort to continue or in any case would require a total restart and rewrite, is not stupid. It's smart to save your energies and time on something that you have an actual chance of making work.
