The World Assembly,
Observing that many have faced lifelong consequences due to criminal activity, no matter how petty the crime,
Realizing that this is due in large part to a lack of work opportunities provided to them, a problem caused not in least part by unjust discrimination,
Believing that former criminals, having served their sentences, deserve a fair opportunity to re-integrate into society, and, by extension, the workplace,
1. Prohibits any employer from refusing to hire a person solely on the basis of prior criminal record, when they have fully served their criminal sentence, provided that this prior criminal activity does not impede the applicant's ability to act competently, and does not put others at serious new risk of physical harm, should the applicant commit the same crime or crimes again,
2. Strongly recommends that nations use time spent in incarceration as a means of preparing inmates to re-integrate into society outside via means other than solely retribution for criminal acts,
3. Strongly encourages governments and political subdivisions of member states to take action to provide for the basic needs of former criminals that cannot find employment despite the mandates of this resolution, aid them in finding employment, and/or offer them state employment
4. Clarifies that nothing in this resolution prevents discrimination against criminals currently serving time in incarceration, or before such a sentence has been fully completed,
