Reaffirming its support for free trade,
Desiring that nations join together through formal agreements to lower trade barriers,
Understanding that creating said agreements involves intensive research and outreach,
Seeking to make the process of creating said agreements less burdensome,
The General Assembly:
Instructs the World Assembly Trade Commission to create a database of trade laws and regulations, hereafter called the Trade Laws and Regulations Database (TLRD);
Requires member states to periodically submit to the TLRD brief summaries of laws and regulations concerning trade, specifically imports and exports, including but not limited to:
•tariff or other relevant tax rates
•health, safety, and technical standards
•subsidies
Defines ‘periodically’, for the purposes of Clause 2, as being anywhere from one month to two months after the enactment of a relevant law or regulation;
Urges that member states provide access to the text of legislation, regulatory decision, or other sources used as references for entries in the TLRD, if available;
Exempts member states from providing information covered by Clauses 2 and 4, if releasing said information would affect national security;
Directs the World Assembly Trade Commission to assist member states in the compilation of relevant law or regulations to submit to the TLRD;
Mandates that for member states to receive support under Clause 6, they must show a verified need for assistance;
Allows for member states to apply to the General Fund for funding to meet their obligations under this resolution, provided they meet the conditions stated in Clauses 6 and 7;
Charges the General Accounting Office (GAO) with ensuring that funding provided under Clause 8 is used in an appropriate manner;
Encourages member states to refer to the TLRD when creating agreements concerning trade.
