OOC: I saw your first thread about this and you did not listen you can not write a proposal that both repeals and replaces a passed resolutio it illegal, besides if you payed close attention they said first you repeal which is one proposal in itself, then you replace it with a completely separate proposal. This current one won't pass so take out the part mentioning replacing and use it to repeal then write another to replace.

The category needs to be “Repeal.” Not “Repeal/rewrite.” You cannot repeal and rewrite previously passed legislation in one issue. You can only repeal.
