Not entirely true. First, not all resources are scarce. What might be scarce for your nation could be plentiful in others. Second, not all automobiles use a crude oil base for fuel.

How is that supposed to be helpful if, as I had pointed out earlier, not all automobiles meet the criteria of being wasteful or harmful to any environment?

Once again, this so-called "underusage" makes no sense at all. A family of four living in the rural country side cannot use the vehicle they own outright without two additional people 70% of the time? Let's not and say we did.

No real argument here, given feedback provided above.

Absolutely not. While I can understand the basic idea behind this, caring for the environment and all, you are basically setting out to break the back of economies that are dependent on smaller vehicles just to survive. Not everybody lives in a city where public transit is an option, and therefore they must rely upon their own means. Putting restrictions in place, such as classifying general use as "underusage" is ridiculous at best. Now if you want to promote vehicles that are more efficient, well, that might be an idea worth pursuing.
