I would like to start this new organization as a sort of political party. Specifics and party outlines are up for reasonable debate

If you're planning on using a region for this, you're looking for the Gameplay forum. If you're not, then... you may want to do that, as I don't really see any other way you could pull this off. Either way, the GA isn't the place for this.

I remember there was a "political party"/WA Alliance back in the day that headquartered it off the WA forum... Back when it was the "organization that shall not be named".

Only way that would work is with a region of your own, in a mannerism. Even then, you will only get a limited say in the WA. It's highly unlikely that you can or will unite everyone behind you, let a lone gain any influence among the Judges of the Proposals basically. Even if you did, still got limited say per se.
