Whatever the term means in RL, in NS the 'Moral Decency' category involves extending the state's authority over people at the expense of their civil rights. Therefore, in my opinion, this proposal does fit within it.

We are not surprised. We thought that it had a chance to come at vote, but we were not confident. If this would have come to a vote, or if it does somehow come to a vote, then we would have hoped/will hope for votes from individual nations.

Additionally, we are actually surprised about a proposed condemnation of our nation, written by the nation of Faviola. Our proposal had the purpose to protect the community from the selfishness of individuals, especially those in power, by creating a constant reminder of possible death as a source of humility.
Such attempts should not be condemned.

I think the problem with your idea is you took what you saw as a problem and tried to solve it with another problem. Instead of trying to use a threat to promote humility in a population, why not instead consider some sort of incentive? Although the chances success would probably be low, the odds would be much greater than the idea at hand.

"We fail to see how selfishness is a problem. I can't speak for the primiative backwater that is Clean Land but in Dragonslund selfishness yielded the greatest benefit to our society. I'll given an example:

"In Kingslanding on Armorers Row there are literally hundreds of armorers and their apprentices plying their trade. Indeed chainmail is so common there that anyone with a few silver stags can purchase a mail shirt. An armorer, we'll call him Steve the Armorer, one day decides that he wants to sell his armor products at the same price (the price the market will bear) but make twice as much profit while doing so. In order to do this he either needs to work longer hours though that is limited, one can only work so long during a day both due to the limits of the length of the day, but also the physicality of the job. That option gets him not even remotely close twice the profit. He could hire extra help, but at a certain point the extra profit he makes is eaten up in the extra wages he must pay.

"What is Steve to do then? Why he develops a process to make iron, or steel or even a new metal altogether that uses far less ore to make, and far less charcoal to forge. By doing so he eventually ends up in bringing the price of all armor down because this new process will not remain a secret for very long if he has an apprentice or two, even if said apprentices are nothing more than his sons.
