This is what I have so far, please feel free to give your opinions and suggest improvements.

All member nations must;

a. Provide recipients with an option "X", which is neither male or female, on both Government Issued Driver's Licenses and Health Cards.

b. Not deny any individual who chooses the X option from obtaining a Driver's License or Health Card solely for this reason.

c. Not make the price of either the Driver's License and the Health Card different (higher or lower) than it normally would be for male and female identifying individuals within the nation.

d. Not make the qualifications to obtain a Driver's License or Health Card for a non- gender identifying individual any different than they would be for a gender identifying individual.

e. Create and distribute this new option on Driver's Licenses and Health Cards within one year of this act being issued.

f. Not discourage citizens from choosing the X option.

This act defines gender neutral as someone who does not and does not want to identify as either male or female, therefore remaining neutral.

Clarifying, this act does not discourage citizens from choosing the male or female option and is not meant to make people feel uncomfortable. This act's sole purpose is to provide gender neutral individuals with an option, instead of making them feel like they have to identify as one or the other for something as important as a Health Card and Driver's License.

I also think it would be fruitful for the Ambassador to, when having an idea, to look through passed resolutions to check whether extant resolutions already cover the subject. Furthermore, if the delegation would focus on a single draft at a time, because all current drafts by the delegation from New Gren Artle suffer greatly from lack of time and effort put into the work. We would suggest the delegation dropped all current drafts, and decided on a single idea to develop, taking time to also check that it is not covered by current resolutions."

In my opinion, the category should be human rights because I think everyone has the right not to identify as male or female if they don't want to, especially in a government document. The strength would most likely be mild or significant.

@ New Gren Artle, before posting your next idea, please search the passed resolutions thread. For example, had you searched the word gender, you would have realised that GAR#91 A Convention on Gender exists.

What about passports, gun licenses, drug cards, dental, and legally binding contracts? Can does just have the standard black/white binary choices? You've left one hell of a loophole there bud. We're gonna ask you get back to it after expanding on this proposal. Otherwise this thing is uselessly narrow in its scope.

Teran Saber: "It's not a matter of trying to 'guide' the world assembly 'back' to whatever dogmatic view you see fit, nor is it a matter of agreeing or disagreeing with the majority. As long as your nation is a member of the World Assembly, you are beholden to its legislation regardless of your views. Based on your statements I can only assume that your nation is intentionally non-compliant with WA legislation, and as you have confessed to such I would not be surprised if people start enacting sanctions and embargos against your nation in response."
