[DRAFT] Bowel Disorders Act

As a sufferer of IBS, I wholeheartedly support this bill. If I don't drink enough water, don't eat enough fiber, or gorge myself on Indian food I have gas and the shîts for hours.-Source

After seeing the above post, it has moved me to draw up another proposal on this issue. Some may try to claim that this is a joke and to those I say:"I feel sorry for you." so here it goes the revised, rewritten draft:
Bowel Disorders Act

NOTICING the prevalence of Bowel Disorders. herein referred to as "BD".

ACKNOWLEDGING that other ailments are of more serious concern to member states as well as the WHA.

REALIZING
the wide range of BD's including but not limited to Inflammatory bowel disease, Crohn's disease, Irritable bowel syndrome, and Colitis.

FURTHER realizing that BD can cause other medical problems such as anxiety or depression.

KNOWING that anxiety and depression can lead to suicide.

ENCOURAGING member states to aid those with BD.

APPALLED that many member states don't take Bowel Disorders seriously, and laugh at the thought of addressing such disorders.

HEREBY enacts,

i. All member states public buildings must have public restrooms with at least two toilets.

ii. All member states government employees must be allowed without penalty to use restrooms as needed.

iii. The creation of the BD Committee to research and develop treatments, medications, and devices to aid those with BD.

iv. The "BDC" shall create guidelines on how to manage BD and on what limitations BD sufferers have.

v. Doctors and employers must, within reason, abide by "BDC" guidelines when dealing with those who suffer from BD.

vi. All research the "BDC" conducts shall be in the public domain. Information from the "BDC" will be shared freely with all member states and the general public.

vii. No Funding for the "BDC" shall be withdrawn from the WA General Funds. All funding shall come from member states and the general public via voluntary contributions.

He clears his throat, before finally lifting his gaze to those gathered:

"The people of Albrenia have no objection to medical research, and are in favour of international efforts to deal with medical problems. We have no protest against this resolution, uh, in theory."

The young ambassador stands awkwardly for a time, then turns to leave, speaking to himself but forgetting his microphone is still on:

"Is this a joke? Do the WA do hazings...?"

Just saying, the number of toilet cubicles in public buildings are often legislated via building codes. Some architectural handbooks also provide recommendations on the number needed per occupant, depending on the primary function of the building. A cinema, for example, will have different peak hour needs compared to an office.

The clause raises a lot of unanswered questions. Why two? Why not three or four? What's the proportion of normal toilets to handicapped ones? How do we define a public building? Is it a building that's accessible to the public? Must it be a government owned asset or can it be privately owned? Does a government owned building that is not opened to the public like a lighthouse qualify as a public building?

Good points. I could reword clause I. To say: "All member states facilities, both publicly owned and private, that are open to the public must have public restrooms with at least two toilets"
then clause ii. Could be changed to:"All member states government employees must be provided access to, and allowed without penalty to use restrooms as needed."

i. All member states buildings, both in the private and public sectors that are open to the public must have public restrooms with a sufficient number of toilets to accommodate the anticipated needs of a structure of its capacity.
